This quote says that Brickenhead has become the war-sight of the north, meaning that there is a lot of violence in Brickenhead. The writer has used many negative points to describe the behaviour and violence of all teenagers, a lot of them are extremely stereotypical as not all teenagers are in gangs and go around town and terrorising everyone. When a reporter said that he declared war on the yobs he was saying it metaphorically as there was no war, just argument about what to do about the teenagers terrorising their towns. The news papers do this a lot being stereotypical about teenagers saying that they are all anti-sociable rude yobs. However not all teens are like this many are sporty, speak politely and can have a proper conversation with the proper English language.
